A balance of phosphoric acid, dichromate, wetting agents and extenders for dissolving rust or preparing rusty metal surfaces for painting. I really don't know if there's a better product out there?. But this stuff is Fantastic! While it may no melt rust off completely (not aware of anything that does?.) This stuff does its job well. It cleans up rusty metal prepping the surface for primer and paint. Or making it easier to brush/blast off. Highly recommend to to anyone who is dealing with rusty surfaces or even corroded aluminum!
